Gaukhar Nurgalieva is the Founder and Chief Executive Officer of Whitecliff, a Washington, D.C.-based advisory firm for Central Eurasia supporting international investors with cross-border investment strategies, market entry, government relations and financial structuring.

She is an international relations professional with extensive expertise in foreign direct investment, public-private partnership, government reforms and political risk. In addition to leading Whitecliff, Gaukhar serves as a Senior Advisor to Francis Maude Associates (www.fma.com), a UK-based government reform and public-sector consultancy headquartered in London, UK.

Throughout her career, she has advised international investors, companies and public-sector stakeholders on investment opportunities, international expansion and the development of effective engagement strategies across complex and emerging markets.
